Ethical, legal and environmental impacts of digital technology concern how computers, networks, software and digital services affect individuals, organisations and society. Ethical issues concern what is considered right or responsible, legal issues concern what is permitted by law, and environmental issues concern effects such as energy use, electronic waste and consumption of resources.
Privacy is the ability of individuals to control access to information about themselves. Digital systems can collect large quantities of personal data through websites, mobile devices, applications, cloud services, wearable technologies and connected systems. This creates benefits but also raises concerns about who collects the data, why it is collected, how long it is stored and who can access it.
Personal data is information that relates to an identifiable person. Examples can include names, contact details, identification information, account details, location information and online identifiers. Organisations handling personal data have a responsibility to process it appropriately and protect it against loss, misuse and unauthorised access.
Data protection laws regulate how organisations collect, process, store and share personal data. In the UK, students should understand the general importance of data protection, including lawful and fair processing, collecting data for legitimate purposes, keeping data accurate, protecting it appropriately and avoiding unnecessary retention of personal information.
There is an ethical conflict between privacy and security. Individuals generally expect their communications and personal information to remain private, while governments and security services may argue that access to some private information is necessary to investigate crime, terrorism or other serious threats. Decisions therefore involve balancing individual privacy against wider public safety.
Cyber security has ethical, legal and privacy implications because computer systems store valuable and sensitive information. Unauthorised access, hacking, malware and theft of personal data can cause financial loss, identity misuse and loss of privacy. Organisations therefore need suitable security measures to protect systems and information.
Hacking means attempting to gain unauthorised access to computer systems or data. Unauthorised access can be illegal even when no information is permanently damaged. UK computer misuse legislation is intended to protect computer systems against unauthorised access, unauthorised modification and other forms of computer misuse.
Wireless networking creates privacy and security concerns because information is transmitted using wireless signals rather than remaining entirely within physical cables. Poorly secured wireless networks can expose systems and information to unauthorised users, so authentication, encryption and other security measures are important.
Cloud storage allows data and files to be stored on remote servers and accessed through a network or the Internet. It offers advantages such as accessibility, sharing and backup, but it can create privacy and security concerns because users depend on another organisation to store and protect their information.
Mobile technologies can continuously collect and exchange information such as location, device identifiers, account information and usage data. This can provide useful personalised services but may also reduce privacy if users do not understand what information is being collected or how it is being used.
Wearable technologies are digital devices designed to be worn by a person, such as smartwatches and fitness devices. They may collect sensitive information including activity, location or other personal measurements. Their use raises questions about privacy, consent, data ownership, security and the acceptable use of personal information.
Computer-based implants are computing devices placed within the human body for medical or technological purposes. They can improve health and quality of life, but they also create ethical issues involving consent, privacy, security, access to technology and the possible consequences if an implanted system is compromised.
Autonomous vehicles use computer systems, sensors and software to perform driving tasks with reduced human control. They can potentially improve safety and efficiency, but ethical and legal questions arise when deciding responsibility for accidents, how systems should respond to dangerous situations and who is accountable when software makes a decision.
Digital technology can create environmental benefits by reducing paper use, supporting remote communication and improving the efficiency of transport, buildings and industrial systems. However, manufacturing and operating digital devices also consumes energy and raw materials, so technology can have both positive and negative environmental effects.
Electronic waste is produced when computers, phones, batteries and other electronic devices are discarded. Poor disposal can waste valuable materials and release harmful substances into the environment. Extending device lifetimes, repairing equipment, reusing devices and responsible recycling can reduce the environmental impact of digital technology.
